Sir,

With reference to your letter No.29163/1901 of August 28th, 1901, I am directed by Secretary Sir Edward Grey to transmit a copy of a despatch which has been received from His Majesty's Minister at Peking on the subject of the arrangements under which the British Post Offices in China are conducted.

It will be observed that in Sir E. Satow's opinion the postal duties undertaken by the Consular Assistants at certain ports in China interfere with the performance of their Consular duties. Some change in the arrangements in force appears therefore to be necessary, and Sir E. Satow suggests that instructions should be sent to the Consular Officers concerned that in future the duties of the Post Office are not to be entrusted to members of the Consular staff.
